A 1031 exchange is not a tax loophole. A like-kind
or "starker exchange" under Section 1031 of the
US Tax Code provides an opportunity for a Seller of Investment
Property to reinvest the entire proceeds of the sale and to
defer any Capital Gains Tax until the sale of the replacement
